Texas App Store Accountability Act (SB 2420)

How it affects Pley & Web Games.

The Texas App Store Accountability Act (SB 2420) is a new state law aimed at regulating mobile app stores and how they handle age verification, parental consent, app ratings, and data privacy for minors.

Because Pley publish web-based games that you play directly in your browser on laptops and desktops, we do not operate as a mobile app store and are not directly governed by this law. As a game studio distributing through Pley, you are not directly affected.

Summary of the App Store Act

  • The law applies primarily to mobile app stores (e.g., Apple App Store, Google Play). It very clearly states the target is for mobile devices only.
  • App stores must verify users' ages and classify them into four categories: Under 13, 13–15, 16–17, and 18+.
  • Minors must have accounts tied to a parent/guardian, who must approve app downloads and purchases.
  • Developers must provide accurate age ratings for their apps.
  • Age-verification data must be handled with strict privacy and security protections.
  • The Texas Attorney General can take action if these rules are violated.

What This Means for You on Pley

Since our games are delivered directly through the browser, not through an app store:

  • SB 2420 does not apply to your game on Pley. It does define "App Stores" to include websites, but specifically ones which distributes software to mobile devices. There is no sign that it affects browser games.
  • No additional verification steps are therefore required for you to play our games.
  • Purchases you make on our site are handled under our existing payment and privacy policies.
  • Should this change, we will provide an API for age verifications for all games on Pley.

Our Commitment to Safety and Transparency

Even though SB 2420 is aimed at mobile platforms, we share its goals:

  • We launch games intended for general audiences. We do not permit adult-content games. However, Pley's Terms of Service requires those who make accounts not be a minor as purchases are available to all users.
  • We clearly describe any content or features that may involve purchases.
  • We use standard, secure payment systems.
  • We protect player's personal data.

If legal president would emerge which requires changes, Pley will supply:

  • Each application’s age rating and content descriptors will be publicly displayed and justified.
  • If a parent revokes consent, the Pley would notify developers of the affected application.

Pley Terms of Service

To use the Service as a Guest User, you must be at least thirteen (13) years of age. To register and use a User Account, whether directly or through automatic creation, you must be at least eighteen (18) years of age and have the legal capacity to enter into these Terms. If you do not meet these requirements, you may not use the Service.
